On the 8th and 9th of February 2023, the Joint Monitoring Committee of the IPA CBC Programme Kosovo - North Macedonia organized the regular 11th meeting, which was followed by a capacity building for the members of the JMC and the staff of the Operating Structures. As per Agenda, the Meeting was officially opened by the Deputy Minister for Local Self-government, the Chair of the JMC Mr. Zoran Dimitrovski. Mr. Alban Krasniqi co-chair of the JMC, Mrs. Feride Zeka – task manager at the EU Office in Kosovo and Mr. Elvis Ali – CBC Coordinator at Delegation of EU in Skopje also had welcome remarks and wished successful meeting and training. The JTS staff presented the Annual Implementation Report 2022 and its annexes. On Decembet 2022, the Joint Monitoring Committee of the programme organized the regular 10th meeting of the programme. The meeting was organized online. The Joint Technical Secretariat and the Antenna Office staff in the premisses of the JTS Office in Prishtina organized a workshop for the staff of the project: Reviving Crafts and Building Culture for Joint Touristic Development on the topic of: Practical Management of the IPA II CBC projects under the 4th Call for Proposals. The workshop consisted the practical issue during the implementation of the project such as: Understanding the project Contract and its annexes, Procurement procedures and supporting documents. Visibility and the regional Monitoring Database. The project "Reviving Crafts and Building Culture for Joint Touristic Development" is implemented jointly by the Municipality of Prizren, Municipality of Tetovo, CEED Macedonia and CEED Kosovo.

On Monday 29th of August 2022, in Prishtina, Kosovo the Operating Structures of the programme Ministry of Local Government Administration of Kosovo and the Ministry of Local Self-governent and with the support of the Joint Technical Secretariat organized the regular bilateral meeting of the programme structures. The main topic of the meeting was planing the Technical Assistance for year 2023, as well as the foreseen activities for the period September - December 2022 and January - June 2023. The meeting was held in the premisses of the Ministry of Local Government Administration in Prishtin, Kosovo.

On the 16th of August in Gjilan, Kosovo and the 18th of August in Skopje, North Macedonia, the Contracting Authority EU Office in Kosovo in cooperation with the Operating Structures of the programme Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in North Macedonia and with the support of the Joint Technical Secretariat organized the Information sessions for the ongoing 5th Call for Proposals. More than 100 potential applicants such as municipalities, public enterprises, cultural institutions and civil society organizations had the opportunity to hear on details about the current 5th Call for Proposals and pose questions to the Contracting Authority for clarifications and additional explanations needed. The 5th Call for Proposals is open until the 20th of September 2022 and has a financial package of 2.280.000 Euros available for project proposals.

On the 16th of March 2022, in Prishtina the Operating Structures: Minsitry of Local Government Administration of Kosovo and Ministry of Local Self-government of North Macedonia in cooperation with the EU Office in Kosovo and with the support of Joint Technical Secretariar organized the Consultation Forum for Cross Border Cooperation with Mayors from the programme region from Kosovo and North Macedonia. Minister Krasniqi highlighted the importance of strengthening the cooperation between the Municipalities of the Republic of Kosovo and the Municipalities of the Republic of North Macedonia within this program, and emphasized the importance of implementing cross-border projects that affect and serve for municipal development, as well as strengthen the cooperation. Additionally, Minister Krasniqi point out that in the 5th call for proposals which will be announced soon, the financial value reaches about 3 million euros. On the other hand, Minister Milevski thanked Minister Krasniqi for the hospitality, thus emphasizing that the cross-border cooperation is a priority of the Ministry of Local Self-government of North Macedonia and through the implementation of these projects the beneficiaries are the municipalities of both their countries. The Joint Technical Secretariat with the support of EU Office in Kosovo and the Operating Structures of the programme: Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in North Macedonia in the process of the preparation for the 5th Call for Proposals organized the Project Cycle Management Training sessions in Skopje, North Macedonia and Prishtina Kosovo. The workshop was organized as “project clinics” in preparation of project proposals as per requirement of the CBC Programme Kosovo - North Macedonia 2014-2020 within the 5th Call for proposals expected to be launched in forthcoming weeks by the European Union Office in Kosovo. During the training the participants had the opportunity to learn about the requirements of the Call for Proposals, Thematic Priorities, Application package, discuss potential ideas and network with potential partners from both countries. The 1st round of the PCM workshop was held in Skopje (North Macedonia) on 15th and 16th of February 2022; The 2nd round of the PCM workshop was held in Pristina (Kosovo) on 23rd and 24th of February 2022. In total more than 120 participants attended the workshops. The participants mainly represented the Municipalities of the eligible area from Kosovo and North Macedonia, as well as Public Enterprises, Educational Institutions and Civil Society Organizations. On the 14th of February 2022, The Joint Monitoring Committee of the programme organized the 9th regular meeting in Skopje, North Macedonia. As per agenda the during the meeting the following topics were discussed and subsequently approved: 1. Presentation by Joint Technical Secretariat on the activities realized so far during 2021 2. Presentation of the results of the 4th Call for Proposals: Mr. Papagiannis, the Programme Manager at EU Office in Kosovo presented the results of the 4th Call for Proposals and the selected application for funding. 3. Presentation and approval of Annual implementation report 2021. Presentation and approval of Communication Action Plan 2022. Presentation and approval of Annual Working Plan 2022. 4. Fifth Call for Proposals: The Concept Note for the 5th Call for Proposals was approved unanimously. During the discussion the Thematic Priorities of the call were approved, along with the financial allocations and potential eligible applicants. The Concept Note for 5th Call for Proposals has been submitted to Contracting Authority – EU Office in Kosovo for further preparation for launching.
On the 8th and 9th of February 2022, the Joint Technical Secretariat with the support of the EU Office in Kosovo and the Operating Structures organized the first training for the grant beneficiaries selected through the 4th Call for Proposals. The training was organized in Skopje on the topic: Training Practical Management of the IPA CBC projects under KS-NMK CBP for the representatives of Municipalities and project staff. The evaluation process for the 4th Call for proposals was concluded in December 2021 and two new project contracts were signed: 1. Project title: "Pilot interventions for wastewater treatment and solid waste management in the cross-border region''. The project is implemented by Municipality of Novo Brdo in Kosovo and Municipality of Gjorce Petrov from North Macedonia. 2. Project title: "CBCEko kid". On the 22nd of October 2021, in Skopje the Ministry of Local Self-government hosted the 6th Bilateral Meeting between the Operating Structures of the programme Ministry of Local Self-government and Ministry of Local Government Administration. The Joint Technical Secreatariat and Antenna Office staff participated in the meeting too. As per agenda: the JTS Stafff presented the Request for Addendum of the TAGC for year 2022 consisting of: Justification Note, budget reallocation, activity plan and Log Frame Matrix. The representatives of the Operating Structures agreed on the content and modalities of the Request for Addendum and the same will be submitted to Contracting Authority. During the meeting, the ToR for the 1.Awareness Assesment Study and 2.Technical Assistance for Local Authorities for preparation of project applications were also presented and the timeline of the impementation was discussed. The next meeting of the Joint Monitoring Committee was also point of discussion. As per Annual working plan the next meeting of the JMC will be organized in December 2021. In coordination with the Contracting Authority - EU Office in Kosovo, the Joint Technical Secretariat/Antenna Office Staff and the representatives of the Operating Structures of the programme: Ministry for Local Government Administration in Kosovo and MInistry of Local Self-government in North Macedonia organized the 10th monitoring field visits to the beneficiairies of the programme in Kosovo 12 - 14 October 2021 and in North Macedonia 19 - 21 October 2021. The purpose of the field visits was to access the field implementation of the projects, see the final state of the construction investments realized by the projects and more importantly discuss the sustainability of the projects results upon conclusion of the project implementation period. In total 10 visits were realized both in Kosovo and North Macedonia. This programme is funded by the European Union.

The Joint Technical Secretariat starting from the 27th of July 2021 until 06th of August 2021 in coordination with the Contracting Authority organized the On Spot Check visits to beneficiaries of the progarmme in Kosovo and North Macedonia. In total eight visits were realized with the goal to assist and provide clarifications to the beneficiaries in preparation of the final reports and regulating the project documentation and files. This programme is funded by the European Union.

On the 28th of July 2021, in Skopje, the Minister for Local Self Government Mr. Goran Milevski signed the contracts for national co-financing for the projects financed under the IPA CBC Programme Kosovo - North Macedonia 2014-2020 within the Second and Third Call for Proposals. During the event, beside the contracts for the IPA CBC Programme Kosovo - North Macedonia 2014-2020, the Minister signed as well the contracts for national co-financing for the beneficiaries of the Interreg IPA CBC programme Bulgaria - North Macedonia. As per decision from the Government of North Macedonia, the Ministry of local self-government in the role of Operating Structure of the programme provides financial support to the beneficiaries of the IPA CBC and Interreg programmes in the amount of 15% of the total eligible costs for the beneficiaries from North Macedonia. For a total of 12 projects financed under the IPA CBC programme Kosovo - North Macedonia, the Ministry of Local Self-government has budget the amount of 302.355,00 Euros as national co-financing.

The joint technical secretariat with the support of the Operating Structures from Kosovo – The Ministry of Local Government Administration and from North Macedonia – The Ministry of Local Self-government realized the 8th regular field monitoring visit to the beneficiaries of the programme financed through the second and third Call for Proposals. The goal of the field visit was to inspect the progress made in the implementation of the projects, especially the investment components of the projects and discuss the finalization of the projects, as all the projects have entered the last two months of implementation. During the visits, beside the progress the Joint Technical Secretariat and Operating Structure Staff, discussed with beneficiaries the plans for sustainability of the investments and preparation of the final reports. From a total of 12 projects financed under the three Calls for proposals, 8 projects have finalized implementation and 4 projects are under implementation. The amount financed under the IPA CBC Programme Kosovo – North Macedonia 2014-2020 totals 3.9 million euros out of which 2.9 million euros below to EU funding.

The Joint Technical Secretariat of the IPA CBC Programme Kosovo - North Macedonia 2014-2020 with the support from Operating Structures in Kosovo and North Macedonia and the Contracting Authority - EU Office in Kosovo organized a training on Final Reporting within IPA CBC Grant Contracts for the beneficiries of the programme from the second and third Call for Proposals. The training was organized in Skopje on the 15 of June 2021, covering the Narrative Report and the Online Monitoring Database and in Prishtina on the 22 of June 2021 covering the visibility and the financial reporting. The training consisted of practical examples and recommendation for qualitative preparation of final reports. Participants represented the beneficiries proejct teams from Kosovo and North Macedonia. The Cross Border Cooperation House was officially inaugurated today in Pristina. It will serve as a joint coordination point between all IPA CBC Programs that Kosovo , Albania, North Macedonia and Montenegro participate in and will provide easier access to information for all potential applicants. During his opening remarks at the ceremony, Tomáš Szunyog, the Head of EU Office/EU Special Representative, said that a number of CBC projects were completed and many more are ongoing. These cooperation projects allow for the transfer of knowledge and experience across borders. “The Cross Border Cooperation grant scheme aims to encourage communication, increase trust and people-to-people initiatives in cross border regions, support joint actions that build sustainable development and good neighbourly relations. Simply, they make the everyday life of communities on each side of the borders better and easier. The EU in Kosovo will continue to support the Kosovo institutions on their endeavours as regards reform implementation, sustainable development and increased prosperity towards European Union integration'. The Joint Task Force of the IPA III programme 2021-2027 organized the 5th meeting to address the preparations of the IPA III programme Kosovo - North Macedonia 2021-2027. The members of the Joint Task Force finalized and approved the 2nd draft of the programme strategy and agreed on the final version of the strategy. This programme is financed by the European Union.

The Operating Structure in Kosovo: The Ministry of Local Government Administration with the support of Joint Technical Secretariat organized a bilateral coordination meeting with Ministry for Integration in the role of NIPAC Kosovo and the counterparts from North Macedoonia: The Operating Structure: Ministry of Local Self Government and the Secretariat for European Affair in the role of NIPAC for North Macedonia with the goal to disscuss the progress in the preparation of the IPA III 2021 - 2027 programme between Kosovo and North Macedonia. In the meeting the Tematic Priorities of the programme were discussed and the progress in preparation of the programme strategy was analyzed, along with the next steps for programme preparation. On Thursday, February 11, 2021 the Joint Monitoring Committee of the IPA CBC Programme Kosovo – North Macedonia 2014-2020 organized the 8th regular meeting. Due to Covid-19 pandemics the meeting was organized online. The meeting was opened by the Chair of JMC Mrs. Mjellma Mehmeti Petersen and co-chair Mr.Trim Berisha, with an official addressing by Mr. George Papagiannis, Programme manager at the EU Office in Kosovo. As per agenda, the Joint Technical Secretariat presented the Annual Implementation Report 2020 and the Communication Action Plan and Annual Work Plan for 2021. The Report for 2020 along with the Plans for 2021 were approved unanimously by the JMC members, thus the documents will be submitted to the Contracting Authority of the programme namely the EU Office in Kosovo.

On January 13, 2020 the Joint Technical Secretariat in cooperation with CBIB+3 team organized an online monitoring database training. The training was organized for the beneficiaries of the Third Call for Proposal with the goal to facilitate the submission of indicators and results of the projects. Ministry of Local Government Administration in the frame of IPA II is the implementing body of three Cross Border Cooperation programmes: Kosovo – North Macedonia, IPA II, 2014 – 2020; Montenegro - Kosovo, IPA II, 2014 – 2020 and Albania – Kosovo, IPA II, 2014 – 2020. The Project Steering committee of the IPA CBC Programme Kosovo – North Macedonia 2014-2020 on the 21st of October 2019 held its regular 8th meeting in the premises of the Ministry of Local Government Administration in Prishtina. The JTS Staff presented the 7th Technical Assistance Service Contract Progress Report for the period 14 January 2019 – 15 July 2019 The progress narrative and financial report along with the audit report was approved unanimously by the members of the PSC, along with the plan of foreseen activities for the next period until the end of the Service Contract on 14th of December 2019. On Tuesday October 3rd, 2019 the Joint Monitoring Committee of the IPA CBC Programme Kosovo – North Macedonia 2014-2020 held its 5th regular meeting in Prishtina, Kosovo. The Head of Joint Technical Secretariat Mrs. Albertina Binaku made a presentation of the activities implemented during 2019 and the lessons learned within the IPA CBC Programme Kosovo – North Macedonia 2014-2020. The EU Office Kosovo Task Manager Ms. Merita Mushkolaj presented the list of projects approved for financing during the 3rd Call for Proposals and the JMC members voted unanimously for the proposed list. Further discussion was made in relation to the possibility of foreseeing a strategic project in the programme. As per decision by the JMC the possibility will be analyzed and the requested information and documentation to be prepared by the proposing institution. During the meeting, in order to have a closer look at the grants financed, three grant beneficiaries presented their projects and achievements during the implementation of their projects.

Yesterday, 17.07.2019, in Prishtina the Operating Structures of the programme: Ministry of Local Government Administration of Kosovo and the Ministry of Local Self-government of North Macedonia organized a bilateral technical meeting related to the preparations for the following 3 year phase of the programme. The topic of the bilateral meeting was the preparation of the TA Grant Contract for the second phase of the IPA CBC Programme Kosovo - North Macedonia 2014-2020. In the meeting representing Ministry of Local Government Administration of Kosovo participated Mr.Trim Berisha and representing the Ministry of Local Self-government of North Macedonia participated Ms.Hajrie Ahmed. The Project Steering committee of the IPA CBC Programme Kosovo – North Macedonia 2014-2020 on the 3rd of April 2019 held its regular 7th meeting in the premises of the Ministry of Local Government Administration in Prishtina. The JTS Staff presented the 6th Technical Assistance Service Contract Progress Report for the period 15 July 2018 – 14 January 2019. The progress narrative and financial report along with the audit report was approved unanimously by the members of the PSC, along with the plan of foreseen activities for the next implementation period ending on 14th of July 2019 The project Steering Committee is composed of: Ms.Merita Mushkolaj – CBC Programme Manager in the EU Office in Kosovo in the role of Chair of the Project Steering Committee, Mr. George Papagannis – EU office Kosovo; Mrs. Mjellma Mehmeti Petersen – Head of CBC body representing Ministry of Local Self Government in North Macedonia, Ms.Vjosa Shehu and Mr. Trim Berisha representing the Ministry of Local Government Administration in Kosovo. On 14-15th of March in Skopje and the 19-20th in Prishtina, the Consultation Forums and the Project cycle management training for CBC projects for potential applicants were organized. The consultation forums were organized with the Mayors and representatives from Municipalities in eligible area and Civil Society Organizations, where the EU Office in Kosovo and the Joint Technical Secretariat promoted the IPA CBC Programme Kosovo – North Macedonia 2014-2020; thematic priorities and the possibilities for funding within the next Third Call for Proposals expected to be launched very soon. The representatives of the Operating structures: Ministry of Local Government Administration in Kosovo and Ministry of Local Self-government in North Macedonia explained the support they offer to the municipalities in the process of application and also shared the previous experience in implementing IPA CBC Programmes by promoting best practices and urged the Municipalities to prepare and apply with qualitative projects.

On the 10-12 of December 2018, in Prishtina, Kosovo, the Joint Technical Secretariat in cooperation with the Cross Border Institutional Building – CBIB Plus and the Contracting Authority – EU office in Kosovo organized the Third and last training for the grant beneficiaries of the IPA CBC Programme Kosovo –the Former Yugoslav Republic of Macedonia 2014-2020. The Training topic was Reporting under CBC Grant Contracts for the Grant Beneficiaries under Kosovo –the Former Yugoslav Republic of Macedonia 2014-2020 Programme, where 30 participants representing the beneficiaries participated. The training consisted on practical exercises and recommendations on preparing the reports both narrative and financial reports as well as keeping track of results and indicators foreseen in their project.

From 1st to 12th of October 2018, the Joint Technical Secretariat in coordination with the Contracting Authority - EU Office in Kosovo and the Operating Structures the Ministry of Local Government Administration the Ministry of Local Self-government conducted the regular third monitoring check and field visits to the projects funded under 1st Call for Proposal within Cross Border Programme Kosovo-the Former Yugoslav Republic of Macedonia 2014-2020 The goal of the monitoring visit was to check the progress made in the implementation of the projects by the beneficiaries and address the issues and challenges they are facing in their work.The monitoring visits were conducted the projects beneficiaries in both sides of the border both in Kosovo and the Former Yugoslav Republic of Macedonia and 16 institutions(beneficiaries) were visited. Yesterday, on 12th of September 2018, in Skopje the Ministry of Local Self-government and the Minister Suhejl Fazliu signed the contract for national co-financing of the 8 projects awarded through the first call for proposals of our programme. In the event the participants represented the beneficiaries of the projects, representatives of the Ministry of Local Government Administration in Kosovo and representatives of the EU Delegation in Skopje. To support the local applicants and encourage them to prepare projects, The Ministry of Local Self - Government covers the costs of national co - financing worth 15% percent of the total amount of the project.

The EU Office in Kosovo in cooperation with the Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in the Former Yugoslav Republic of Macedonia, and with the support of Joint Technical Secretariat organized the info days and partner search forums for the Second Call for Proposals for the IPA CBC Programme Kosovo - the Former Yugoslav Republic of Macedonia 2014-2020 . The info days were organized in Prizren, Kosovo on the 15th of August 2018 and in Skopje, the Former Yugoslav Republic of Macedonia on the 16th of August 2018 The participants representing civil society organization, regional and local government institutions, chambers of commerce, Regional development centres and agencies had the opportunity to learn in details about the opportunities under the Call for Proposals and application procedures. In the EU Info Center in Skopje on the 26th and 27th of June 2018, the beneficiaries (8 projects) of the IPA CBC Programme Kosovo – the Former Yugoslav Republic of Macedonia 2014-2020 attended the training on Contract Award Procedures under CBC grant contracts (PRAG 2016). The training was organized by the Joint Technical Secretariat in cooperation with the Cross Border Institutional Building – CBIB Plus and the Contracting Authority – EU office in Kosovo. The training was focused on the procurement rules and the contract awarding procedures. Namely the participants learned about PRAG 2016 and the procedures to apply during the implementation of the project and their activities.

On the 13th of June 2018, in Skopje in the premises of the Ministry of Local Self-government, a third bilateral meeting of the Operating Structures Ministry of Local Self-government and Ministry of Local Government Administration of the IPA CBC Programme Kosovo - Former Yugoslav Republic of Macedonia took place. At the meeting beside the Operating Structures, representatives from the Contracting Authority - the EU Office in Kosovo and the Delegation of EU in Skopje participated on observatory role. As per agenda in the meeting, several issues were discussed related to the preparation of the Second Call for Proposals, overall implementation of the Technical Assistance Service Contract, various administrative issues and planned activities for the next implementing period and potential plan for year 2019.

On the 28th-30th of May 2018 in Prishtina, the Joint Technical Secretariat in cooperation with the Cross Border Institutional Building – CBIB Plus and the Contracting Authority – EU office in Kosovo organized the first training for the grant beneficiaries of the IPA CBC Programme Kosovo –the Former Yugoslav Republic of Macedonia 2014-2020. 35 participants representing eight(8) projects attended a training on Practical management of CBC projects and monitoring system for the Grant Beneficiaries under IPA CBC programme Kosovo - the Former Yugoslav Republic of Macedonia 2014-2020. The training consisted on practical exercises and recommendation related to the implementation of the projects and also monitoring and tracking of foreseen results and indicators to be achieved by the projects.

“Cultural cross-border exchange initiative (MAKS FORUM)” project team is visiting several municipalities in cross-border area to identify existing cultural heritage infrastructure in need of preservation and promotion. The Municipality of Viti, Hani i Elezit and Suhareka have been visited and places of cultural and touristic interest have been identified. The project is financed by the European Union through the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014 – 2020 and is implemented by the Kosovo Foundation for Cultural Heritage without borders from Prishtina and the Institute Balkan pro Europe from Skopje.

1st Monitoring check visit for the projects funded under 1st Call for Proposal within Cross Border Programme Kosovo-the former Yugoslav Republic of Macedonia 2014-2020 The Contracting Authority – European Union office in Kosovo and the Joint Technical Secretariat staff completed the first monitoring visits to the grant beneficiaries within both sides of the borders. The goal of the monitoring visit was to support the grantees at the initial implementation of the projects and advice the beneficiaries for successful and effective realization. During the monitoring, 12 visits were realized to project partners from Kosovo and the Former Yugoslav Republic of Macedonia.

In Cooperation with Government Office for Development and EU Cohesion Policy of Republic of Slovenia, IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014 -2020 organized a three day exchange visit in Ljubljana, Slovenia Participants from Operating Structures in Kosovo and the Former Yugoslav Republic of Macedonia and representatives of JTS/antenna Office had the opportunity to learn about Slovenian experience in managing and implementing the CBC programmes and other EU financial assistance. The main purpose of the visit was to increase the basic understanding of key factors for successful Programme management, Programme objectives and their definition, monitoring practices, work of the Joint Monitoring Committee and other. The 3rd meeting of the Joint Monitoring Committee held in Gjilan, Kosovo On Tuesday December 19th, 2017 the Joint Monitoring Committee of the IPA CBC Programme Kosovo – the Former Yugoslav Republic of Macedonia 2014-2020 held its 3rd regular meeting in Gjilan, Kosovo. The Head of Joint Technical Secretariat Mrs. Albertina Binaku made a presentation of the activities implemented during 2017 within the IPA CBC Programme Kosovo - the Former Yugoslav Republic of Macedonia 2014-2020 and a tentative plan of activities to be implemented in 2018. Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) actively participated in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II. The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes. Also the start of the new IPA CBC Programmes 2014-2020 was part of the discussion and the improvement of the implementation of the programmes, management of the programme, future strategic projects and performance framework was also part of the Forum work. IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia in coordination with the Operating Structures: Ministry of Local Government Administration and the Ministry of Local Self-government and approval from the European Union Office in Kosovo Open the following Public Announcement Training Expert – CBC Programme Requested services The training for staff of the JMC/OS will be based on the Rules of Procedure for Joint Monitoring Committee members that underline duties, obligation and responsibilities of members that are foreseen by the Framework Agreement (Article 78). The EU Office in Kosovo in cooperation with the Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in the Former Yugoslav Republic of Macedonia, and with the support of Joint Technical Secretariat organized four info days and partner search forums whereby a presentation of the First Call for Proposals under IPA II CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020 has been presented to interested parties. The info days were organized in Gjilan and Prizren in Kosovo on the 20th and 21st of June 2017, while in the Former Yugoslav Republic of Macedonia in Kumanovo and Tetovo on the 28th and 29th of June 2017. The participants representing civil society organization, regional and local government institutions, chambers of commerce, Regional development centres and agencies, business support centres and SMEs had the opportunity to learn in details about the opportunities under the Call for Proposals and application procedures. Representative of EU office in Kosovo initially explained the rules and regulation in details, followed by a session whereby the participants were able to address questions and clarification on the call for proposal. EU in Kosovo has just launched a call for proposals under the IPA II Cross Border Cooperation Kosovo- the Former Yugoslav Republic of Macedonia 2014-2020 for under IPA 2014 and 2015 allocation. On the 29th of May, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint Technical Secretariat team composed of the Head of JTS Mrs. Albertina Binaku and the Financial Manager Mr. Faton Kelmendi completed an on-spot check of the Project “Prevention of HIV transmissions and drugs among resident population in the cross-border area” at the offices of NGO Labyrinth in Prishtina. The project is implemented jointly by NGO Labyrinth in Prishtina and Civil Association HOPS-Healthy Options Project in Skopje and financed by EU Office in Kosovo and Delegation of EU in Skopje through IPA I CBC programme 2007-2013. Overall objective of the project is to contribute to sustainable social cohesion between Republic of Macedonia and Kosovo through establishing cross-border partnership in the area of HIV/drugs prevention. Specific objectives include the following: raising awareness on prevention of HIV transmission and drug prevention among most-at-risk population in target municipalities; promoting partnership between the civil and public sector in establishing sustainable HIV prevention mechanisms; promoting cross-border co-operation between local institutions and organizations from bordering areas of Macedonia and Kosovo as valuable tool for exchange of best practices and achieving long-term results on regional level The project was implemented for 24 months with a total budget of 426,244.00 Euro

On the 23rd and 24th of May 2017, JTS Staff and OS participated in the Regional Workshop for IPA II JTS Staff organized by CBIB+ in Durres, Albania. The workshop was organized for all Western Balkans JTS and Antenna office staff of the new IPA 2014-2020 programme with participants coming from Kosovo, the Former Yugoslav Republic of Macedonia, Albania, Serbia, Montenegro and Bosnia and Herzegovina. In the workshop also participated the Operating structures and the Delegations/ Offices of the EU in western Balkans. From the Contracting Authority of the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020, representing the EU office in Kosovo participated Mr. Dardan Sadriu – Programme Manager. Representing the Operating Structures from the Ministry of Local Government Administration participated Mr. Besim Kamberaj, Mr. Trim Berisha and Mrs. Samire Jaha. Representing the Ministry of Local Self-government from the Former Yugoslav Republic of Macedonia participated Mrs. Nita Krliu Harjullai and Mr. Arsim Fidani. JTS staff completed on-spot check monitoring visits to the project "Cooperative Boundary Learning for Eco-system Management and Sustainable Development in Sharr Mountain Region" implemented by University of Prishtina in Kosovo and University of Tetovo in the Former Yugoslav Republic of Macedonia. The Project is 24 months, and its implemented in Republic of Kosovo (South Economic Region and East Economic Region) and Former Yugoslav Republic of Macedonia (Polog region) Main beneficiaries of the project include Staff and students of involved in both universities; conservation management authorities; local community, state institutions; NGOs; private sector and business communities in both countries The JTS team performed examination of related foreseen procedures and activities within the of the grant contract : the financial procedures and supporting documents : invoices, contracts, payments, budget reconciliation, staff engagement and their performance The JTS team also discuss the action working plan, the activity timeframe and further steps in project implementation. On the 19th and 20th of April 2017, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint technical Secretariat Team composed of the Head of the JTS Mrs. Albertina Binaku, Antenna Project Officer Mr. Berat Limani and JTS Financial Manager Mr. Faton Kelmendi organized the 5th monitoring visits for the last implementing project of IPA I CBC Programme 2007-2013 beneficiaries, namely the project “Cooperative Boundary Learning for Eco-system Management and Sustainable Development in Sharr Mountain Region”. Overall objective of the project is: Establishment of a ‘live’ network of academics and practitioners on cooperative transboundary learning for ecosystem management, aiming on the long term at the sustainable management of the natural resources and securing ecosystem services necessary for a good life in the Sharr mountain cross-border region. Specific objectives consist of: • Building up capacity, strengthening cooperation and exchange students and experiences between higher education institutions of Kosovo, Macedonia and further partners in Europe for cooperative transboundary ecosystem management. • Creating a win-win-situation by enhancing cooperation between universities, conservation authorities, stakeholders and NGOs active in the target region integrating real life examples into teaching. Today, April 13th 2017, the Head of Joint Technical Secretariat Mrs. Albertina Binaku, the EU task manager Mrs. Burbuqe Kelmendi and the financial manager Mr. Faton Kelmendi from the JTS office visited the Municipality of Dragash for ex-post monitoring purposes. In the meeting also the participated Mr. Shahadin Tershjaku – Advisor to the Mayor, Mr. Avni Nebiu – director of the administration of the municipality, Mr. Flamur Sylejmani – department of agriculture, rural development and tourism and Mr. Nexhat Tershjaku – department of culture, youth and sports. The meeting was held in the premises of the of the Municipality of Dragash. Mucipality of Dragash has implemented the Project “Tourism, Open door to Cross Border Cooperation” in cooperation with the Municipality of Gostivar. The project was financed by EU office in Kosovo, through the IPA I CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2007-2013.

EU-funded multi-beneficiary project ‘Cross-border Institution Building – CBIB+ Phase II’ in close cooperation with the European Integration Office of the Government of Serbia, under the auspices of the European Commission (EC), on the 23rd and 24th of February organized the Fourth Regional CBC Forum in Belgrade, Serbia. Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) took active part in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II. The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes. Also the start of the new IPA CBC Programmes 2014-2020 was part of the discussion and the improvement of the implementation of the programmes, management of the programme, future strategic projects and performance framework was also part of the Forum work. The Head of Joint Technical Secretariat Mrs. Albertina Ajeti- Binaku attended on workshop organized by the University of Prishtina and University of Tetovo on topic "Spatial data Application for adoptive Nature Conservation Management". The course is being facilitated by Mrs. Monika Hoffman and Mrs. Elise Gurske from the Center for Economics from Germany whereby 30 students participated from both universities. The activity is part of the project "Cooperative Transboundary Learning for Ecosystem Management and Sustainable Development in the Sharr Mountain region", financed by EU office in Kosovo within IPA I Cross Border Cooperation Programme the Former Yugoslav Republic of Macedonia-Kosovo 2007-2013.

The Ministry for Local Government Administration (Kosovo) and the Ministry of Local Self-government (the former Yugoslav Republic of Macedonia), as operating structures of this CBC programme under IPA II, in close cooperation with the European Union Office in Kosovo (programme Contracting Authority) and with support of the programme’s Joint Technical Secretariat, launched a visibility and publicity campaign, as well as organized two capacity building events in project preparation for potential applicants. Two two-day training events were organized on 31 October - 1 November 2016, at Restaurant Garden in Gjilan/Gnjilane, Kosovo (60 participants), and 3 - 4 November 2016, at Hotel TCC Grand Plaza in Skopje, the Former Yugoslav Republic of Macedonia (55 participants). These workshops aimed at enhancing knowledge and skills of the participants to formulate and design project proposals in accordance with project cycle management (PCM) guidelines issued by the EC. The main topics of the training events were an introduction to the IPA II programme, characteristics of the grant scheme and content of the application package; the basics of project cycle management and logical framework approach (LFA), development of the LFA matrix as well as filling in the application form. The JTS/Antenna staff and the representatives of the Operating Structure – The Ministry for Local Government Administration (Kosovo) on the 17th of July 2016 attended a Training “Managing the "TA service contract" under the new IPA II Cross Border Cooperation Programme 2014-2020"organized by CBIB+. The training took place in Prishtina. On the 18th of July on the premises of the JTS office in Gjilan, the JTS/Antenna Staff were trained by CBIB+ on the topic of preparing Progress Reports for the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia.

The Tourism - Open Door for Cross Border Cooperation project funded by EU and implemented jointly by Dragash/Dragaš and Gostivar municipalities was officially closed on the 13th of July 2016 in a ceremony attended by Mr. Christof Stock, Head of Section in the EU Office in Kosovo, Mrs. Albertina Binaku the Head of JTS Office in Kosovo, Mr. Salim Jenuzi, Mayor of Dragash/Dragaš Municipality, the project team from Dragash/Dragaš, and many other participants. Several activities were implemented in the framework of this 18 months project, including construction of hiking trails through four attractive locations in Dragash/Dragaš Municipality, establishment of the Tourist Information Office, organization of the joint Gastronomy Fair, establishment of the Joint Cooperation Committee and development of the promotional materials package. During the Project Closure Event, the Tourist Information Center and the hiking trail in Zgatar village were officially launched, traditional dances were performed and local food was served.

On July 7th 2016, the first meeting of the new Joint Monitoring Committee of the IPA CBC programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020 was held. During this meeting the JTS/Antenna team prepared a presentation of the activities implemented so far under the new IPA CBC programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020. During the JMC meeting, the Rules and procedures of the JMC were discussed and approved. Also the 1st call for proposal under the new IPA CBC programme was discussed and the thematic priorities to be covered during the first call were approved. The visibility of the Programme was discussed and the the new Logo was approved. The last part of the meeting was the presentation of the Annual Implementation Report 2015. After the presentation the report was approved by all the JMC members.

On May 5th 2016, the new office of the Joint Technical Secretariat of the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014 – 2020 was officially opened and starting from today will be active. The JTS office is a new space tailored to meet the increasing demands and expectations of the new IPA II period that covers the period from 2014-2020. The Joint Technical Secretariat will provide information and technical support to potential and contracted project partners, support the implementation of calls for proposals, facilitate the monitoring and administration of Cross-Border projects and support the communication and dissemination of the results achieved and promotion of the Programme impact. The JTS will also have its branch office in Kumanovo in Former Yugoslav Republic of Macedonia
