Joint Monitoring Committe meeting

Joint Monitoring Committee meeting and workshop   The Joint Monitoring Committee of the IPA CBC Programme Kosovo - North Macedonia 2021 - 2027 organized the first meeting of the new IPA III programming period in Brezovica, Kosovo.   The JMC is a programme body consisted of representatives of institutions such as ministries, civil society organizations and other stakeholders from Kosovo and North Macedonia who is rresponsible for identifying the thematic priorities, specific objectives, target beneficiaries and specific focus of each call for proposals; provide an advisory opinion on the list of operations selected through calls for proposals; review the progress made in relation to achieving the specific objectives, expected results and targets per thematic priority as set out in the cross-border cooperation programme; examine and approve the communication and visibility plan for the cross-border cooperation programme; examine and approve the annual and final reports on implementation and examine and approve the annual work plan of the Joint Technical Secretariat (JTS)   The JMC members approved the Annual Implementation Report 2023, Annual Working Plan and Communication Plan for 2024 and the Concept Note for the First Call for Proposals under the new IPA III programme 2021-2027.   The meeting was also accompanied by a workshop delivered by the Joint Technical Secretariat of the programme on topics such as: IPA III legal framework, Financial Agreements, programme portfolio and regional monitoring system.   &...

Meeting and Capacity building for the Joint Monitoring Committee

On the 8th and 9th of February 2023, the Joint Monitoring Committee of the IPA CBC Programme Kosovo - North Macedonia organized the regular 11th meeting, which was followed by a capacity building for the members of the JMC and the staff of the Operating Structures. As per Agenda, the Meeting was officially opened by the Deputy Minister for Local Self-government, the Chair of the JMC Mr. Zoran Dimitrovski. Mr. Alban Krasniqi co-chair of the JMC, Mrs. Feride Zeka – task manager at the EU Office in Kosovo and Mr. Elvis Ali – CBC Coordinator at Delegation of EU in Skopje also had welcome remarks and wished successful meeting and training. The JTS staff presented the Annual Implementation Report 2022 and its annexes. Consultation Forum with Mayors from Kosovo and North Macedonia

On the 16th of March 2022, in Prishtina the Operating Structures: Minsitry of Local Government Administration of Kosovo and Ministry of Local Self-government of North Macedonia in cooperation with the EU Office in Kosovo and with the support of Joint Technical Secretariar organized the Consultation Forum for Cross Border Cooperation with Mayors from the programme region from Kosovo and North Macedonia.    Minister Krasniqi highlighted the importance of strengthening the cooperation between the Municipalities of the Republic of Kosovo and the Municipalities of the Republic of North Macedonia within this program, and emphasized the importance of implementing cross-border projects that affect and serve for municipal development, as well as strengthen the cooperation. Additionally, Minister Krasniqi point out that in the 5th call for proposals which will be announced soon, the financial value reaches about 3 million euros.   On the other hand, Minister Milevski thanked Minister Krasniqi for the hospitality, thus emphasizing that the cross-border cooperation is a priority of the Ministry of Local Self-government of North Macedonia and through the implementation of these projects the beneficiaries are the municipalities of both their countries.   In closing of this forum were presented thematic priorities and the possibilities of financing projects within the cross-border cooperation Kosovo – North Macedonia for the period 2014 – 2020.   The Consultaion Forum was attended by 85 participants, including 25 mayors from the programme region, deputy ...

Project cycle management training for potential applicants

The Joint Technical Secretariat with the support of EU Office in Kosovo and the Operating Structures of the programme: Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in North Macedonia in the process of the preparation for the 5th Call for Proposals organized the Project Cycle Management Training sessions in Skopje, North Macedonia and Prishtina Kosovo. The workshop was organized as “project clinics” in preparation of project proposals as per requirement of the CBC Programme Kosovo - North Macedonia 2014-2020 within the 5th Call for proposals expected to be launched in forthcoming weeks by the European Union Office in Kosovo. During the training the participants had the opportunity to learn about the requirements of the Call for Proposals, Thematic Priorities, Application package, discuss potential ideas and network with potential partners from both countries.   The 1st round of the PCM workshop was held in Skopje (North Macedonia) on 15th and 16th of February 2022; The 2nd round of the PCM workshop was held in Pristina (Kosovo) on 23rd and 24th of February 2022. In total more than 120 participants attended the workshops. Info Days for Second Call for Proposals

The EU Office in Kosovo in cooperation with the Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in the Former Yugoslav Republic of Macedonia, and with the support of Joint Technical Secretariat organized the info days and partner search forums for the Second Call for Proposals for the IPA CBC Programme Kosovo - the Former Yugoslav Republic of Macedonia 2014-2020 . Exchange of best practices in implementation of EU CBC programmes in Ljubljana, Slovenia

In Cooperation with Government Office for Development and EU Cohesion Policy of Republic of Slovenia, IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014 -2020 organized a three day exchange visit in Ljubljana, Slovenia Participants from Operating Structures in Kosovo and the Former Yugoslav Republic of Macedonia and representatives of JTS/antenna Office had the opportunity to learn about Slovenian experience in managing and implementing the CBC programmes and other EU financial assistance. The main purpose of the visit was to increase the basic understanding of key factors for successful Programme management, Programme objectives and their definition, monitoring practices, work of the Joint Monitoring Committee and other. During the visit the participants had the opportunity to learn the about the EU programmes Slovenia participates and the Slovenian experience with cross border cooperation, start-up challenges, short term and long term benefits, as well as the challenges Slovenia faced during the managing and implementation of the programmes. 5th Regional CBC Forum

EU-funded multi-beneficiary project ‘Cross-border Institution Building – CBIB+ Phase II’ in close cooperation with the Ministry of Local Self-government, under the auspices of the European Commission (EC), on the 17th  and 18th of October 2017  organized the 5th Regional CBC Forum in Struga, Former Yugoslav Republic of Macedonia.  Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) actively participated in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II. The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes. Also the start of the new IPA CBC Programmes 2014-2020 was part of the discussion and the improvement of the implementation of the programmes, management of the programme, future strategic projects and performance framework was also part of the Forum work. Info days on the Call for Proposals completed

The EU Office in Kosovo in cooperation with the Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in the Former Yugoslav Republic of Macedonia, and with the support of Joint Technical Secretariat organized four info days and partner search forums whereby a presentation of the First Call for Proposals under IPA II CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020 has been presented to interested parties. The info days were organized in Gjilan and Prizren in Kosovo on the 20th and 21st of June 2017, while in the Former Yugoslav Republic of Macedonia in Kumanovo and Tetovo on the 28th and 29th of June 2017. On-spot check at of the Project “Prevention of HIV transmissions and drugs among resident population in the cross-border area” in Prishtina

On the 29th of May, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint Technical Secretariat team composed of the Head of JTS Mrs. Albertina Binaku and the Financial Manager Mr. Faton Kelmendi completed an on-spot check of the Project “Prevention of HIV transmissions and drugs among resident population in the cross-border area” at the offices of NGO Labyrinth in Prishtina. The project is implemented jointly by NGO Labyrinth in Prishtina and Civil Association HOPS-Healthy Options Project in Skopje and financed by EU Office in Kosovo and Delegation of EU in Skopje through IPA I CBC programme 2007-2013. Overall objective of the project is to contribute to sustainable social cohesion between Republic of Macedonia and Kosovo through establishing cross-border partnership in the area of HIV/drugs prevention.   Specific objectives include the following: raising awareness on prevention of HIV transmission and drug prevention among most-at-risk population in target municipalities; promoting partnership between the civil and public sector in establishing sustainable HIV prevention mechanisms; promoting cross-border co-operation between local institutions and organizations from bordering areas of Macedonia and Kosovo as valuable tool for exchange of best practices and achieving long-term results on regional level   The project was implemented for 24 months with a total budget of 426,244.00 Euro

Joint Technical Secretariat, Operating Structure and EU Delegation/ office staff participates in the Regional workshop for IPA II JTS staff organized by CBIB+ team

On the 23rd and 24th of May 2017, JTS Staff and OS participated in the Regional Workshop for IPA II JTS Staff organized by CBIB+ in Durres, Albania. The workshop was organized for all Western Balkans JTS and Antenna office staff of the new IPA 2014-2020 programme with participants coming from Kosovo, the Former Yugoslav Republic of Macedonia, Albania, Serbia, Montenegro and Bosnia and Herzegovina. In the workshop also participated the Operating structures and the Delegations/ Offices of the EU in western Balkans. From the Contracting Authority of the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020, representing the EU office in Kosovo participated Mr. Dardan Sadriu – Programme Manager. Representing the Operating Structures from the Ministry of Local Government Administration participated Mr. Besim Kamberaj, Mr. Trim Berisha and Mrs. Samire Jaha. Representing the Ministry of Local Self-government from the Former Yugoslav Republic of Macedonia participated Mrs. Nita Krliu Harjullai and Mr. Arsim Fidani. On the 19th and 20th of April 2017, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint technical Secretariat Team composed of the Head of the JTS Mrs. Albertina Binaku, Antenna Project Officer Mr. Berat Limani and JTS Financial Manager Mr. Faton Kelmendi organized the 5th monitoring visits for the last implementing project of IPA I CBC Programme 2007-2013 beneficiaries, namely the project “Cooperative Boundary Learning for Eco-system Management and Sustainable Development in Sharr Mountain Region”.   Overall objective of the project is: Establishment of a ‘live’ network of academics and practitioners on cooperative transboundary learning for ecosystem management, aiming on the long term at the sustainable management of the natural resources and securing ecosystem services necessary for a good life in the Sharr mountain cross-border region.   Specific objectives consist of:  • Building up capacity, strengthening cooperation and exchange students and experiences between higher education institutions of Kosovo, Macedonia and further partners in Europe for cooperative transboundary ecosystem management.  • Creating a win-win-situation by enhancing cooperation between universities, conservation authorities, stakeholders and NGOs active in the target region integrating real life examples into teaching.   Target groups of the action are the Universities, conservation management authorities, local governmental authorities, NGOs, private sector, business communities.   The total duration of the project is 24 months ...

Fourth regional CBC Forum

EU-funded multi-beneficiary project ‘Cross-border Institution Building – CBIB+ Phase II’ in close cooperation with the European Integration Office of the Government of Serbia, under the auspices of the European Commission (EC), on the 23rd and 24th of February organized the Fourth Regional CBC Forum in Belgrade, Serbia.   Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) took active part in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II.   The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes. Workshop for potential applicants In Gjilan and Skopje. Enhancing project preparation capacities.

The Ministry for Local Government Administration (Kosovo) and the Ministry of Local Self-government (the former Yugoslav Republic of Macedonia), as operating structures of this CBC programme under IPA II, in close cooperation with the European Union Office in Kosovo (programme Contracting Authority) and with support of the programme’s Joint Technical Secretariat, launched a visibility and publicity campaign, as well as organized two capacity building events in project preparation for potential applicants. Two two-day training events were organized on 31 October - 1 November 2016, at Restaurant Garden in Gjilan/Gnjilane, Kosovo (60 participants), and 3 - 4 November 2016, at Hotel TCC Grand Plaza in Skopje, the Former Yugoslav Republic of Macedonia (55 participants). These workshops aimed at enhancing knowledge and skills of the participants to formulate and design project proposals in accordance with project cycle management (PCM) guidelines issued by the EC. The main topics of the training events were an introduction to the IPA II programme, characteristics of the grant scheme and content of the application package; the basics of project cycle management and logical framework approach (LFA), development of the LFA matrix as well as filling in the application form.
