5th Regional CBC Forum

EU-funded multi-beneficiary project ‘Cross-border Institution Building – CBIB+ Phase II’ in close cooperation with the Ministry of Local Self-government, under the auspices of the European Commission (EC), on the 17th  and 18th of October 2017  organized the 5th Regional CBC Forum in Struga, Former Yugoslav Republic of Macedonia.  Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) actively participated in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II. The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes. Also the start of the new IPA CBC Programmes 2014-2020 was part of the discussion and the improvement of the implementation of the programmes, management of the programme, future strategic projects and performance framework was also part of the Forum work. Public Announcement - Training Expert – CBC Programme

IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia in coordination with the Operating Structures: Ministry of Local Government Administration and the Ministry of Local Self-government and approval from the European Union Office in Kosovo Open the following   Public Announcement   Training Expert – CBC Programme     Requested services   The training for staff of the JMC/OS will be based on the Rules of Procedure for Joint Monitoring Committee members that underline duties, obligation and responsibilities of members that are foreseen by the Framework Agreement (Article 78). These programme skills are based on comprehensive training needs analysis of the JMC/OS /JTS members.   The training will: Promote the essential team approach Provide a good working knowledge of key operational and compliance areas governing joint programme management Ensure that the trainees have a full understanding of their roles and responsibilities within the CBC programme implementing arrangements Endow the trainees with the practical skills to fully assume their roles in the various CBC implementation activities Introduce participants to strategies to deal with common programme management challenges.     Envisaged trainings will include topics: I. Info days on the Call for Proposals completed

The EU Office in Kosovo in cooperation with the Ministry of Local Government Administration in Kosovo and the Ministry of Local Self-government in the Former Yugoslav Republic of Macedonia, and with the support of Joint Technical Secretariat organized four info days and partner search forums whereby a presentation of the First Call for Proposals under IPA II CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020 has been presented to interested parties. The info days were organized in Gjilan and Prizren in Kosovo on the 20th and 21st of June 2017, while in the Former Yugoslav Republic of Macedonia in Kumanovo and Tetovo on the 28th and 29th of June 2017. The participants representing civil society organization, regional and local government institutions, chambers of commerce, Regional development centres and agencies, business support centres and SMEs had the opportunity to learn in details about the opportunities under the Call for Proposals and application procedures. Representative of EU office in Kosovo initially explained the rules and regulation in details, followed by a session whereby the participants were able to address questions and clarification on the call for proposal. European Union Office in Kosovo LAUNCHED new call for proposal

EU in Kosovo has just launched a call for proposals under the IPA II Cross Border Cooperation Kosovo- the Former Yugoslav Republic of Macedonia 2014-2020 for under IPA 2014 and 2015 allocation. In line with the objectives specified in the Programme Document, the global objective of this Call for Proposals is to foster co-operation among institutions and organization in the cross-border region in order to support sustainable economic growth and strengthen social cohesion. Prevention of HIV transmissions and drugs among resident population in the cross-border area

On the 29th of May, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint Technical Secretariat team composed of the Head of JTS Mrs. Albertina Binaku and the Financial Manager Mr. Faton Kelmendi completed an on-spot check of the Project “Prevention of HIV transmissions and drugs among resident population in the cross-border area” at the offices of NGO Labyrinth in Prishtina. The project is implemented jointly by NGO Labyrinth in Prishtina and Civil Association HOPS-Healthy Options Project in Skopje and financed by EU Office in Kosovo and Delegation of EU in Skopje through IPA I CBC programme 2007-2013. Overall objective of the project is to contribute to sustainable social cohesion between Republic of Macedonia and Kosovo through establishing cross-border partnership in the area of HIV/drugs prevention.   Specific objectives include the following: raising awareness on prevention of HIV transmission and drug prevention among most-at-risk population in target municipalities; promoting partnership between the civil and public sector in establishing sustainable HIV prevention mechanisms; promoting cross-border co-operation between local institutions and organizations from bordering areas of Macedonia and Kosovo as valuable tool for exchange of best practices and achieving long-term results on regional level   The project was implemented for 24 months with a total budget of 426,244.00 Euro

Joint Technical Secretariat, Operating Structure and EU Delegation

On the 23rd and 24th of May 2017, JTS Staff and OS participated in the Regional Workshop for IPA II JTS Staff organized by CBIB+ in Durres, Albania. The workshop was organized for all Western Balkans JTS and Antenna office staff of the new IPA 2014-2020 programme with participants coming from Kosovo, the Former Yugoslav Republic of Macedonia, Albania, Serbia, Montenegro and Bosnia and Herzegovina. In the workshop also participated the Operating structures and the Delegations/ Offices of the EU in western Balkans. From the Contracting Authority of the IPA CBC Programme Kosovo – Former Yugoslav Republic of Macedonia 2014-2020, representing the EU office in Kosovo participated Mr. Dardan Sadriu – Programme Manager. Representing the Operating Structures from the Ministry of Local Government Administration participated Mr. Besim Kamberaj, Mr. Trim Berisha and Mrs. Samire Jaha. Representing the Ministry of Local Self-government from the Former Yugoslav Republic of Macedonia participated Mrs. Nita Krliu Harjullai and Mr. Arsim Fidani. The workshop was organized to address several challenges the JTS/Antenna staff are facing during the implementation of the new IPA II programme. Cooperative Boundary Learning for Eco-system Management and Sustainable Development

On the 19th and 20th of April 2017, the CBC Programme Manager Mr.Dardan Sadriu from the EU Office in Kosovo and the Joint technical Secretariat Team composed of the Head of the JTS Mrs. Albertina Binaku, Antenna Project Officer Mr. Berat Limani and JTS Financial Manager Mr. Faton Kelmendi organized the 5th monitoring visits for the last implementing project of IPA I CBC Programme 2007-2013 beneficiaries, namely the project “Cooperative Boundary Learning for Eco-system Management and Sustainable Development in Sharr Mountain Region”.   Overall objective of the project is: Establishment of a ‘live’ network of academics and practitioners on cooperative transboundary learning for ecosystem management, aiming on the long term at the sustainable management of the natural resources and securing ecosystem services necessary for a good life in the Sharr mountain cross-border region.   Specific objectives consist of:  • Building up capacity, strengthening cooperation and exchange students and experiences between higher education institutions of Kosovo, Macedonia and further partners in Europe for cooperative transboundary ecosystem management.  • Creating a win-win-situation by enhancing cooperation between universities, conservation authorities, stakeholders and NGOs active in the target region integrating real life examples into teaching.   Target groups of the action are the Universities, conservation management authorities, local governmental authorities, NGOs, private sector, business communities.   The total duration of the project is 24 months ...

Fourth regional CBC Forum

EU-funded multi-beneficiary project ‘Cross-border Institution Building – CBIB+ Phase II’ in close cooperation with the European Integration Office of the Government of Serbia, under the auspices of the European Commission (EC), on the 23rd and 24th of February organized the Fourth Regional CBC Forum in Belgrade, Serbia.   Over 80 representatives of the institutional structures managing the EU-funded cross-border programmes under the Instruments for Pre-accession Assistance (IPA and IPA II) took active part in this event. The participants came from Albania, Bosnia-Herzegovina, Croatia, the Former Yugoslav Republic of Macedonia, Montenegro, Serbia and Kosovo, all beneficiary territories of the financial assistance provided by the 2007-2013 IPA and 2014-2020 IPA II.   The main topic of the Forum was the Evaluation of the IPA CBC Programmes 2007-2013 and lessons learned through the implementation of these programmes.
